PerformanceLongAnimationFrameTiming: paintTime property

The paintTime read-only property of the PerformanceLongAnimationFrameTiming interface returns the timestamp when the rendering phase ended and the animation frame started.
The paintTime is broadly interoperable: The value should be the same across different implementations.
